Summary:Plural society in Indonesian, beside vertical that pictured as social stratification, or horizontal that pictured as ethnic-group and or sub ethnic-group, always creates a social segmentation in society that sometimes creates social conflict. Each social group that implemented as ethnic-group and or sub ethnic-group has an identity. This identity would direct to the concept of land authority. Ownership and traditional land control becomes the main of characteristic in a social group, especially Papua people.<p>This thesis talked about ethnic-group and or sub ethnic-group leadership factor in traditional land authority influence tailing area from PT XYZ to use as traditional gold mining. In this thesis explained a leadership factor onto land authority, especially the leader authority and power gives influence to the adaptation model of rules between national and ethnic-group (traditional).<p>The solution of this problem those are appearing is to minimize the conflict those are happened through from kinship system approach from each ethnic-groups and or sub ethnic-group those are coordinated with formal government law, in this case local government.
