The causes <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> vary, ranging from government regulatory overlap, the condition of production <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> machinery that the aged, planting-harvesting systems are not effective until the <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> position of farmers who continue to be objects. This research attempts to <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> analyze the causes of the above by using decision making approach. Decision <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> making is an activity on problem solving. By knowing what the problems and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> how the stages and activities taken in deciding is expected to assist national <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> stakeholders of the sugar industry to increase its ability to decide. Nutt <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> divide the decision process into two, the discovey process that led to success <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> and the idea-imposition process that tend to fail. Indicators are the use of best <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> known practices in the most important steps when deciding as to create a <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> network with stakeholders, participation and create win-win situations. A <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> qualitative approach used to describe and explore the phenomenon. Grounded <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> theory was developed based on in-depth interviews with key informants <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> consisting of DGI (Indonesian Sugar Council) as a forum of policy formulation <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> regulators, PG (Sugar Factory) as the central activity of production, and farmers <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> as providers of raw materials. The result is that in the face of a recurring <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> problem every year PG and DGI as formal institutions using best practices in <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> deciding that the process adopted included the discovery process, although <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> there are weaknesses in managing the socio-political barriers. Farmers tend to <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> fall into the decision-making process by forcing the idea due to the closed <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> nature of their cultural and reluctance to find information. text |
