Construction is an industrial sector with high risk of work accident. Responding to this situation, construction project in Indonesia is now generally equipped by occupational safety and health system. Unfortunately, this system is thought not be applied effectively, as indicated by man rate of work accident. According ILO, Indonesia's occupational safety rate in 2007 ranked at 52nd position out of 53 country in the world that were surveyed by ILO, including Singapore and Malaysia.<p>The objective of this research is to obtain general view of the effectiveness of occupational safety and health system application at construction project in Indonesia, along with the affecting factors, by means of comparing the occupational safety and health system at the construction project with its application on the field. Data in this research was obtained from survey to construction project location, by means of questionnare distribution, and interview. These data were then processed by using statistic descriptive method. Then the data were analyzed by comparing the occupational safety and health system at the construction project with its application on the field.<p>This research shows that the implementation of occupational safety and health system is not yet effective, even though there are some indications that the of construction's industry actors (contractor) awareness over the importance of occupational safety and health tends to be improving. Such ineffectiveness is caused by lack of awareness by the construction industry actors on the occupational safety and health, worker's background, as well as lack of socialization of occupational safety and health system, reward and punishment system that is not resolutely applied, supervision and inspection by the contractor's external party, and special conditions.
