From the technological point of view, the trend has now evolved from narrowband to broadband, from the traditional to the Next Generation Network. While from a business service point of view, current trends have been towards data services. From technology 2G, 2.5G, until the 3G is currently play in Indonesian market. The need for investment also increase. The high cost of 3G technology requires the operator is currently racked his brain to be able to get investors. Mobile Virtual Network Operator (MVNO) is one of the alternative solution for the operators to get investors. This new business offers an attractive solution to overcome the slowing down of investments due to expensive of technology cost. MVNO business itself is running with a base of infrastructure sharing. Without ownership of the frequency licenses, MVNO implementation will cooperate with the existing operators (MNO). Obviously this requires the existence of a specific regulatory because up until now it has not been available in Indonesia. With this regulation, it is expected the business among MNO and MVNO can play with more fair. In this regulation are also expected dealt with commercial forms of the model used both MVNO and MNO in carrying out an agreement. Wholesale and bundling concept is the one used in this bussiness. From this research it will be issued a recommendation for regulations that specifically regulate MVNO in Indonesia concerning: definition, types, licensed service area, coverage of services, amount, commercial, model, service obligation, the allocation of numbering, branding, service quality, tariff, customer care, technical standards, national security, and reporting requirements. And examples of MVNO business model calculation was also performed in this research. text |
