Summary: | Post-disaster reconstruction is a non-routine activity that requires a non-routine response and handling as well. In general, post-disaster reconstruction simply cannot rely on the normal procedures to implement the adequate and required response and handling. For the purpose of implementation, the contractor needs to design a proper post-disaster logistics system. A well-organized logistics management of material is important to handle the purchasing and receiving, storing and shipping of materials to areas in need.

Material logistics system is essential and has a more important priority than other activities. In some post-disaster reconstruction cases, it is commonly found problems related to the late delivery and non-uniformly distributed of materials due to the damaged distribution lines and material scarcity in the local area.

Thus the post-disaster logistics systems need to be designed properly, especially on the material distribution part. Inappropriate material distribution system resulting in a longer distribution time may cause a low material compliance which is required for reconstruction activities in location where disaster occur. Since the success of a project highly depends on the logistical coordination and all aspects within and outside the project, efforts for arrangement are necessary to build a harmonious work and synergy effects.

The purpose of this study is to identify the logistics processes of material on post-disaster reconstruction projects and to identify problems faced by contractors in managing the logistics of material and ways to resolve the issue.

The result of this study includes the description of the patterns made by material logistics contractors to overcome the problems arising in post-disaster reconstruction projects and how the material distribution networks is conducted in the post-disaster reconstruction state. |
