Summary: | Power system reliability and availability are very important for critical facilities in Heavy Oil Operating Unit, Duri field, PT. Chevron Pacific Indonesia. Critical facilities in Heavy Oil Operating Unit is involving Central Gathering Stations (CGS), those are facilities to collect fluid production (oil and water) from oil wells, and Central Steam Stations (CSS), those are facilities to produce steam to supply steam injection system in Duri field. Based on historycal data, there were power outages experienced in critical facilities those impacted to operation interruption and contributed to oil production loss. The main consequence of power outages is business interruption in the company. Power outages will impact to electrical power unavailability that supplying to oil wells and critical facilities in Duri field. This interruption of power supply in Duri field will cause oil production loss, and operation interruption in Central Gathering Station (CGS) and Central Steam Station (CSS). <br />

Power interruption in Central Steam Station (CSS) will impact to steam production loss. Duri field oil production process uses steam to support the oil lifting process by using steam injection system. The loss of steam production by CSS will cause oil production loss with comparation 5:1 (5 barrels steam equals to 1 barrel oil). Power outages will also contribute to safety and environmental issues. Safety and environmental in CPI operation are very important and should be considered as first priority in daily operation activities. Power interruption will lead to complexity of re-start-up process of steam generation units in CSS. The complexity of the re-start-up activities will impact to safety issue for operator and steam generator system. Power unavailability in CGS will cause the shutdown of oil shipping pumps, and possibility to cause oil spill. The research will use Project Management approach to develop project proposal to improve power system reliability and availability. The main objective of the project proposed is to improve power system reliability and availability with voltage profile is more than 95% and power supply availability more than 99%. The other objectives are to reduce oil production loss caused by power outages and reduce safety and environmental issues. The research will also provide Project Management process that will involve opportunity statement, criteria development, alternative generation, economic analysis, alternative selection, and project execution plan. To be succeeded, the process of the project development should be involving design-engineering and operation team those will be involved from the early time of project phase. |
