Utilization of technology is increasingly growing, along with the development of the technology itself, but limits the use of technology, particularly information technology is still found many violations of copyright infringement in the form of the rampant use of pirated software. Ministry of Forestry participate actively seeks to participate in combat in the use <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> of illegal software in their officials .The implementation of legal software in the Ministry of Forestry is certainly not something to be expected. Moreover, the target deadline for implementation of the policy is getting closer. Many factors are suspected, it could be both internal and external factors. The condition raises the questions as follows: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> - How is the process of implementation of legal software in the Ministry of Forestry ? <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> - What are the factors that hinder / support the process and what the underlying? <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> This study used descriptive qualitative analysis method by conducting interviews with resource persons and experts who are competent and secondary data collection from relevant agencies regarding the implementation of legal software in the Ministry of Forestry. The method used in this study is a descriptive qualitative method that will give an idea of how the formation process of cooperation among stakeholders involved. From the research result shows that the implementation of legal software in Ministry of Forestry based on analysis by socio technogram model and actor network model that perform actions and influence each other then some of the factors that inhibit the implementation of legal software in the Ministry of Forestry as a lack of attention from the top leadership in the Ministry of Forestry in supporting the implementation of FOSS in terms of both policy and human resources, in addition to a lack of competent human resources and has an interest in supporting the implementation of FOSS. And FOSS compability is also. From this research can be developed with advanced study to look at the aspects and other methods to obtain more comprehensive results in the implementation of legal software in government agencies.
