Unfortunately the goal has not been achieved as expected. Further assessment reveals that the unbalance between user requirements and the operations resource capabilities is the root cause of the matter. The operations strategy approach by Slack & Lewis, 2002, a continuous reconciliation between user requirements and operations resource capabilities, is used to develop a proposed operations strategy for Duri steamflood operations to improve the effectiveness and the efficiency of the injection system. The quality, rate and pressure of the steam, the availability of the injectors and steam generators are the main performance goals of the operations team, followed by flexibility and cost. The decisions related to capacity, supply network, process technology and development & organization are critical for achieving these performance objectives. Selecting the right implementation levers and the involvement of the strategic leadership are crucial for a succesful implementation of the strategy (Carpenter & Sanders, 2207). The proposed programs are grouped into two; non-routine programs (project base) and routine programs (continuous improvement). Each group is then divided into very critical and critical programs. Improvement on steam distribution system, supply network, process technology, organization structure, system & processes, and competency of the employees are necessary for improving the Duri steamflood operations resources capabilities. text
