DEVELOPMENT MODEL OF FINANCIAL INCENTIVE FOR FERMENTED COCOA FARMERS USING WAREHOUSE RECEIPT SUBSIDY

Cocoa bean is one of main commodities of Indonesia, that is the third rank contributed to foreign income after palm oil and rubber. The main issues on the national cocoa systems is export quantity more than used by the domestic cocoa processed industry. In general, cocoa beans produced by farmers have not been fermented, while the national cocoa industry requires fermented cocoa beans as raw material. The lack of financial incentives for cocoa farmers so reluctant to do fermentation cocoa beans produced. The farmers have to sold their harvest with price was offered by loan sharks, because the farmers get credit from loan sharks as financial loan in the beginning of production time. <br /> <br /> <br /> This study is to analyze benefit for cocoa processed industry and farmer of the subsidy scheme warehouse receipts (S-SRG) given by the government. On SRG scheme, the government will provide interest subsidy to ease the burden on farmers and eliminate the dependence of farmers on loan sharks. Model test results show that the S-SRG proposed model can overcome the problems of the national cocoa system. The national cocoa industry's proportion of the absorbance of the cocoa bean fermentation from domestic increased from 35.3% to 72.4%. While the absorption of cocoa bean fermentation of imports fell from 64.7% to 27.6%. Farmers also get the total benefit is better than the existing condition which increased 229.8% compared to the existing condition.
