According to perception analysis (stakeholder analysis and Delphi Method), experts have a notion the importance of enhanced by adding <br />
social economic aspect using population pressure index and spatial planning aspect using assigned conservation area and crops spatial use. <br />
The merger of three aspects above using geographical information system by ArcView release 3.1. Rank Sum method and Normalization of scale are used to conduct sequence priority, hanging areas and location shifting were occur on new sequence priority which caused by adding two aspects above. <br />
