The realization of development mostly based on financial budget capability of local government in Bandung. Due to the limited budget, involving investor is necessary to increase the realization of development. To realize the cooperation between investor and government on development and maintenance of the facilities, a study of partnership scheme and financial feasibility is needed. <br />
<br />
<br />
Partnership scheme contracts which are to be observed are Build Transfer (BT), Build Operate Transfer (BOT), Build Lease Transfer (BLT) and Build Transfer Operate (BTO), refer to acquisition land cost and non-acquisition land cost. Financial feasibility then taken to evaluate NPV, BCR and IRR value consider to the selected partnership scheme contract. <br />

Based on analyzed result according to cost and revenue assumption for those alternatives, shown that Build Transfer contract with non-acquisition land cost is the feasible and profitable partnership for investor and the government, refer to NPV result which is positive in value and BCR result was greater than one. <br />
<br />
<br />
The sensitivity analyzed then taken for those selected Build Transfer and Build Transfer Operate to indicate the financial loss and benefit for the investor. Through the parameter of construction cost alteration for Build Transfer contract and revenue alteration for Build Transfer Operation contract. <br />
