Cycling is one of the urban transport models are useful for health, can reduce air pollution, and also to reduce traffic congestion. In Indonesia, transportation cycling policy faces many obstacles, especially in the provision of cycling lanes that require substantial funds. Netherlands is a country that is implementing policy transportation cycling good. Financial problems in the Netherlands on cycling infrastructure financing designed together from the city government until the central government. In order to search for cycling transport policy framework is appropriate to be applied in urban Indonesia, including financial issues, regulations and laws, as well as the role of the actors involved, this thesis uses the method comparison between cycling policy transportation in the city of Groningen, the Netherlands, as a policy reference and City of Yogyakarta in Indonesia as a case study. The first thing that is done in this study is review the literature regarding the ideal conditions in the development of transportation cycling in the city of Groningen. Then, the results of the literature review examined about the condition of ideal in order to obtain the learning of the City of Groningen, what can be applied in the development of transport for cycling in the city of Yogyakarta. End of study aims to provide policy recommendations for the development of cycling in urban transportation in Indonesia, especially Yogyakarta. text
