dwelling time at Tanjung Priok Port is 4.24 days. Meanwhile, the average of <br />

dwelling time from 2014 to 2017 are 4.26 days, 3.23 days, and 3.75 days. Those <br />
<br />
data show the dwelling time that tend to decline each year. However, dwelling <br />
<br />
time still becomes a crucial problems since it related with the national logistics <br />
<br />
cost. <br />

One of the root cause of the length of dwelling time is the lack coordination <br />
<br />
among actors in import process. Indonesian government has attempted to reduce <br />
<br />
the dwelling time by improving the infrastructures, reforming the bureaucracy, <br />
<br />
issuing regulation, but paid little attention in straightening coordination <br />
<br />
mechanism among actors. On the other hand a few studies have been conducted <br />
<br />
on port management which integrate all seaport areas (sea side, yard side, and <br />
<br />
land side), moreover in coordination mechanisms related to the dwelling time. <br />
<br />
Most of the research are done partially using analytical approach. One of the <br />
<br />
weaknesses of the previous integrated research is related to information sharing <br />
<br />
and interaction among actors dealing with system performance measure. <br />
<br />
Therefore the need of study, explaining how is coordination among actors in <br />
<br />
managing container flow from the port to the port gate out, is inevitable. <br />
<br />
The development of coordination model for managing import container was <br />
<br />
conducted in three stages. The first stage is the development of coordination <br />
<br />
model that managing business process improvement. The process improvement <br />
<br />
uses port business model development along with business process improvement <br />
<br />
approach. The basis of the coordination model development are existing port <br />
<br />
coordination, benchmark coordination, and literature business model. The <br />
<br />
second stage is the improvement of coordination mechanisms among actors <br />
<br />
involved in port import process. The coordination mechanisms improvement uses <br />
<br />
the coordination framework as enabler of coordination model developed in first <br />
<br />
stage. The last stage is the development of coordination mechanisms simulation <br />
<br />
model. This simulation model aims to test whether the dwelling time target in the <br />
<br />
second stage model is achieved or not. The research results comprise three main model i.e. coordination model, <br />
<br />
coordination mechanisms model, and coordination mechanisms simulation model. <br />
<br />
Coordination models for Tanjung Priok port target the dwelling time between 1.5 <br />
<br />
and 3 days. When the target of dwelling time is 1.5 days, the coordination model <br />
<br />
reduces 15% of the number of import processes and 75% of the number of <br />
<br />
document involved. Three coordination models developed in first stage <br />
<br />
implicated in producing three coordination mechanisms models. The three <br />
<br />
alternative coordination mechanisms models are essentially a gradation of the <br />
<br />
loose up to tight mechanisms coordination in terms of government involvement. <br />
<br />
Meanwhile the experiment results of coordination mechanisms simulation model <br />
<br />
is the dwelling time with a mean of 1.375 days. The dwelling time consists of QC <br />
<br />
service time with a mean of 0.619 minutes, internal truck transport time with a <br />
<br />
mean of 1.92 minutes, RTG service time with a mean of 5.247 minutes, SPPB <br />
<br />
document processing time with a mean of 9.65 hours, DO document processing <br />
<br />
time with a mean of 21.591 minutes, goods release planning time with a mean of <br />
<br />
0.97 days, SP2 document processing time with a mean of 21.74 minutes, external <br />
<br />
truck transport time outside the terminal with a mean of 2.39 hours, and external <br />
<br />
truck transport time inside the terminal with a mean of 2.93 hours. <br />
<br />
The research is subjected to some limitations. This research has not yet <br />
<br />
considered collective learning in developing coordination mechanisms. Besides, <br />
<br />
this research only considers information exchange and interaction among actors/ <br />
<br />
organizations. The future research can be directed to develop some negotiation <br />
<br />
model as one of theories in reaching agreement. Especially in simulation model <br />
<br />
development, the research has not considered more precision planning horizon in <br />
<br />
goods release management and sensitivity analysis of parameter and <br />
<br />
coordination changes. |
