Summary:The development of the fashion world has increased significantly in recent decades. Fashion is changing very rapidly not exception for hijab fashion. Since the national vision ratification of Indonesia as the world’s Islamic fashion capital in 2020, the industry has to face a number of challenges instead of making progress. To succeed in realize its vision, the stakeholders involved in the industry needs a collaboration form. The urgency of collaboration and the demand of finding the fittest model considering Indonesian context underlies the objective of this study: (1) to understand the existing condition of collaboration in hijab fashion industry, (2) to identify key variables of actual collaboration in hijab fashion industry, (3) to analyze key variables of collaboration model referring to service ecosystem perspective, (4) to develop collaboration model integrating actual condition hijab fashion industry from service ecosystem perspective. This study is taking a service ecosystem view that consist of many service system frequently and connected by networking, resource integration and service exchange. <br /> <br /> <br /> Data gathered primarily through face-to-face interview with individuals from the business, association designers, designer, and government. Qualitative approach use to provide input for system dynamics development and develop conceptual model then qualitative system dynamics use to identify causal relationship and feedback loops among internal and external system variables for co-creation model. The findings of this study are the stakeholders viewed collaboration in different perspective; the key variable can generate four policy leverage, i.e., number of stakeholders, cooperative intention and production capability and government involvement; and for better improvement need process of evaluation to given feedback and critical for bonding mutual trust to get effective communication during the co-creation process. <br />
