Summary: | The criteria of drinking water supply system planning consist of raw water component, production, and service, which is a unity. Implementation of Optimal Management Tilong dam Management increased the capacity of Tilong dam from 150 lps to 350 lps. The addition of tha capacity of 200 lps is designed to develop a new water supply system in term to term to meet the domestic, municipality and industry demand in Regional Kupang that covers Kota Kupang and Kabupaten Kupang. The study purpose is to determine the technical and financial eligibility of the Tilong II water supply system which is the service area consists of Zona Tarus and Zona Noelbaki. The research conducted by projecting the population to determine the domestic and non domestic demand of water, hidrolyc analysis with EPANET, and financial analysis with Net Present Value (NPV), Internal Rate of Return (IRR) and Break Event Poin (BEP). The development of Tilong Water Supply System consists of intake system, water treatment procces with filtration and decinfection units, distribution pipe network, with investment cost of Rp. 32.883.658.500. Financial analysis with various tariff of PDAM, ATP, and FCR tariff resulting a positive value for NPV, IRR > interest rate, and break event point obtained in 5,85 years for FCR tariff that indicate that the project is financial fesible if the FCR tariff is implemented. The chosen funding scheme is for raw water unit 100% is funded by Direktorat Jenderal Sumber Day Air, production unit 50% is funded Direktorat Jenderal Cipta Karya and 50% from bank loans, distribution unit 50% is funded by APBD and 50% from bank loans. <br />
