DESIGN OF SERVICE IMPROVEMENT OF PUBLIC TRANSPORTATION (ANGKOT) USING QUALITY FUNCTION DEPLOYMENT

Congestion in Bandung continues to increase every year. This can be seen from the increasing number of congestion points from 12 in 2009 to 44 in 2013 (Dishub Bandung, 2016). Description
Summary:Congestion in Bandung continues to increase every year. This can be seen from the increasing number of congestion points from 12 in 2009 to 44 in 2013 (Dishub Bandung, 2016). This is also driven by the high growth of private vehicles per year by 9.34% which is not comparable with the growth of road length which is only 1.29% (Dishub Bandung, 2016). This congestion resulted in adverse impacts, among others, on a social, environmental and economic basis (Sarwanta, 2015: Bandung City Dishub, 2016). The existence of public transportation in the city of Bandung has not been able to overcome this congestion problem. When observed, load factor of public transportation in the city of Bandung only amounted to 36.6% (Dishub Bandung, 2016). Therefore one of the things that need to be done is to improve the performance of Angkot service as the main public transportation in the city of Bandung so that the expected load factor is increasing. To improve the service performance of Angkot Bandung, evaluation is done based on passenger's perception conducted by survey form of filling questionnaire. The results of the survey are then processed to determine the variables that have high priority to be improved using the Importance-Performance Analysis matrix. After that, an analysis is done to produce Critical to Satisfaction using House of Quality. Furthermore, the design process is done using 5w1h, morphological analysis, and pugh matrix. Based on the proposal design, some suggestions can be made by the Dishub in the near future. The first proposal is to install a map that contains information of Angkot routes in Bandung. The second proposal is to install tariff information to standardize the price that passengers need to pay when using Angkot. The third proposal is to verify the driver of Angkot regarding the ownership of the license and permit.
