Summary:PT. Y is a BUMN moving in the logistic and operational sector of highways in Indonesia. Tight bussiness competition and company's decision to go public, has demanded a change in bussiness strategies to gain a better performance. Internally, the change is made by establishing competitive human resources. And in the efforts of organizing human resources, competency and career development program held by PT. Y is still thought unsatisfying, therefore still considered as a problem.<p>Research begins with identifying potential matters that influencing employee contentment on their competency and career development policy. For those reasons a questionaire survey consisting of 26 questions were given to employees of PT. Y, Purbaleunyi branch. Results show a matter still unsatisfying is the implementation of the education and training held by PT. Y which is unable to support their competency development.<p>Survey results are followed up with designing an education and training program for PT. Y employees. Based on global competency mapping the proposed employee training program based on competency, consists of general trainning,teamwork, profesionalisme and expertise, and leadership. Each program will be spesified further according to each individuals competency needs and then scaled with employee career development.<p>For the implementation fase, education and training program is sorted based on occurrence per time periode designed for each classified position. It will be held by implementing in-house, outsource, or internship methods. Evaluation fase needs to be carried out regarding results and procedural processes of the education held by PT. Y. Evaluation is carried out before, during, and after the education implementation. Company also need to made some adjusment in remuneration system based on employees competency. <br />
