Summary:Transit-Oriented Development (TOD) is considered to be one of the tools to solving urban <br /> <br /> transport problems, where TOD is a mixed use concept and integrated with public transport <br /> <br /> network. The concept of TOD began to emerge in Indonesia in line with the increasing number <br /> <br /> of urban mass transit plans, such as the MRT and LRT, or regional mass public transport <br /> <br /> systems, such as the high speed rail. <br /> <br /> Many cities in the world are already implementing the concept of TOD, however not always <br /> <br /> are TOD’s goals fulfilled. During planning and implementation of TOD, emerging governance <br /> <br /> issues may pop up due to unclear division of authority as well as tensions across sectors and <br /> <br /> various actors involved with different perceptions, objectives, resources, and strategies. In the <br /> <br /> Indonesian context, the legal base of planning in implementing TOD is not complete yet. <br /> <br /> Theoretically, network governance can occur both hierarchically and informally to make <br /> <br /> effective development and policy implementation. <br /> <br /> With this background, this study aims to analyze the network governance between actors within <br /> <br /> the strategic planning framework to implement TOD in Indonesia. The case studies are the <br /> <br /> development of TOD along the MRT Jakarta Phase 1 corridor, especially the Dukuh Atas TOD. <br /> <br /> The study applies qualitative approach based on in-depth interviews with various actors <br /> <br /> directly involved in the implementation of TOD. The analytic methods include content analysis <br /> <br /> and network governance analysis. Initially, policy identification was undertaken in 4 (four) <br /> <br /> strategic planning frameworks to implement TOD, and then analyzed network governance <br /> <br /> among actors within each strategic planning framework. <br /> <br /> From the research results can be concluded that the network governance between actors in <br /> <br /> implementing this TOD has started to form, but still low. Generally the actors already have an <br /> <br /> awareness of the existence of multi actors involved with plurakity of perceptions, objectives, <br /> <br /> and authority, but coordination between actors is still lacking and there is no agreement in <br /> <br /> achieving common goals because there is no mechanism and guidance of cooperation, besides <br /> <br /> that there are also deficiencies in institutions and rules that encourage cooperation between <br /> <br /> actors.
