Summary:Coal mining company hold a license from government to mine the coal resources. Some of this license is in the form of Coal Contract of Work (CCOW). Eventually the CCOW will expire which leads to uncertainity at the end of CCOW. There are 2 (two) possible situation in which the uncertaininty may unfold at the end of CCOW, government will give a new mining license and the company continued to operate, or the government will not give new mining license and therefore company have to discontinue its operation. <br /> <br /> The objective of the research is to identify possible initiatives to be implemented by HR department in preparing for the end of CCOW for both situation. In a situation where mining license is continued, HR will develop initiatives based on the framework of Human Capital Maturity (Bassi & McMurrer, 2007) to improve Human Capital Maturity. In a situation where mining license is dis-continued, HR will develop initiatives based on the framework of Organization Downsizing & Redesign (Freeman, 1992).
