Summary:As the National Eye Centre, Cicendo Eye Hospital has a strategic role to contribute in fulfilling the <br /> <br /> demand of top level in hierarchy of healthcare facility which is tertiary eye care in Indonesia. The eye <br /> <br /> health services which is holistic, integrated, and sustainable in many areas such as; educational, training, <br /> <br /> workshop, research, and development are running if only Cicendo Eye Hospital have great operational <br /> <br /> performances for inpatient and outpatient eye care service. However, there are several indicators that <br /> <br /> indicating the hospital currently is in level of overcapacity. First, there is a difference between supply <br /> <br /> and demand in outpatient eye care services with the issue of shortage in number of ophthalmologist. <br /> <br /> Secondly, the inpatient eye care services are predicted a shortage in number of beds in near future. To <br /> <br /> solve the current and future overcapacity situation, gap analysis between supply and demand in the <br /> <br /> hospital is needed as the part of expansion plan until year 2030. <br /> <br /> Gap analysis between supply and demand is the root causes to solve overcapacity that will be discussed <br /> <br /> in this research. Starting from the demand side; using the population projection to 2030, proportion of <br /> <br /> population in West Java region, the data of Rapid Assessment of Avoidable Blindness (RAAB) 2014 <br /> <br /> and Ringkasan Kesehatan Nasional (Riskesdas) 2013 are used to determine the prevalence of visual <br /> <br /> impairment and number of eye diseases that become the potential demand of Cicendo Eye Hospital. <br /> <br /> From supply side, the number of active ophthalmologist, capability ophthalmologist in a day, number <br /> <br /> of beds, then the supply capability can be determined. <br /> <br /> The result of this research is the number of ophthalmologist and number of beds that is needed up until <br /> <br /> year of 2030 compared with the 2017 inpatient and outpatient capability situation. For outpatient eye <br /> <br /> care, the scenario that is used is optimistic with market share 40%, there will be a gap of 271.446 <br /> <br /> outpatient visit that needed to be covered by additional 45 ophthalmologist for the year 2030. For <br /> <br /> inpatient eye care, using same market share 40%, BOR 60%, there will be 19.951 inpatient visit that <br /> <br /> needed to be covered by additional 63 beds. The result of this research will be implemented in proposing <br /> <br /> the number of ophthalmologist and as the basis to build ‘Cicendo 2’ as part of hospital expansion plan <br /> <br /> that will close the gap between supply and demand until year 2030.
