One of the opportunities for the risk of failure in a software development project is the lack of competent resources. Interdependency oriented team selection method that is considered to produce better performance teams, forms a team through two stages, determining interdependency or contributing partners and team formation. Determination of interdependency is determined by expert judgment subjectively. This causes the existing skills in the resource not meet project needs. In addition, at the team building stage, the existing team formation process made it possible for the selected team is not the team with the lowest total disrupted performance (TDP). <br /> <br /> <br /> <br /> <br /> In this study, the formation of interdependency oriented team performed objectively in determining the contributing of each dependent partner is determined by using the skill value as a parameter for determining the contributing partner. To avoid dependet partners depending on contributing partners who have lower skills than him. Then the team building process was improved, by checking all the team's TDP values that made it possible to become the development team on each team size cluster. The experimental results of the team formation showed that the proposed process produced a team with 80% accuracy against the actual team.
