The existence of CSR helps companies to get a good image in public through the establishment of good relations with the community and not disrupt the company's operational activities caused by acts of protest or criticism from the stakeholders. Differences in perceptions and attitudes of the local community/the community in the first ring zone implementation CSR which has implications for not forming a good relationship between local community and company indicating the lack of achievement of corporate social responsibility program. Therefore, it is necessary to evaluate why there are differences in attitude and perception among the community towards PT Kahatex. Using ethnographic methods and analyzing data using Spradley's Analysis, by interviewing 32 respondents and observation in the first ring. This study found that the diferences in local community perceptions and attitudes as a as an indication of the lack of achievement CSR implementation objectives caused by among others: inequality of CSR implementation across villages in the first ring zone, the discrepancies of PT Kahatex csr program towards what is expected and needed by the local community, CSR programs which not run as planned that cause public disappointment and unsuitable CSR programs provided by PT Kahatex with losses received by society due to the company's operational activities. For solve the problems above, the company must conducting preliminary studies or social mapping to find out what needs and what is expected of the community towards the company, make clear the program and involve the community, conduct an integrated evaluation and control between the company and community on a regular basis, create a special division to handle CSR programs and fact that CSR in the company can be a guide to get more benefits, whether in the form of profit or social benefits that are intangible. text
