Description
Summary:
The congestion in Bandung city has triggered the government to develop a plan for mass transit development. However, a problem that typically emerges from such development is its low ridership. The problem is caused by the low connectivity of the new mass transit and competition with existing public transport. One of the solutions to the problem is the physical integration of route between mass transit network and the existing public transport network. The existing public transport can be utilized as a feeder route for the future mass transit by rerouting. This study aims to explore rerouting of existing public transport, particularly angkot, to improve mass transit ridership with regard to the performance of public transport and road network as a whole.

This study generally compares conditions which light rapid transit (LRT) mode is applied with and without rerouting of angkot. The condition with rerouting implementation is divided into two scenarios, namely upperbound and intermediate scenario. The upperbound scenario reroutes all angkot routes as many as possible given the condition whereas the intermediate scenario only reroutes angkot routes that have more than 15% overlap with LRT routes. The assignment result shows that rerouting measure improves the ridership of the LRT. Highest LRT transit ridership is achieved at 44.493 passenger/day by implementing the upperbound scenario, which is higher than the ridership if the intermediate scenario is implemented. In term of other public transport performance as general, both public transport with flat tariff and progressive tariff shows improvement in term of its ridership. However, angkot in particular shows a decline in ridership in the intermediate scenario which then improves again on the upperbound scenario. On the other hand, road network performance also experiences an improvement which is shown by the decreasing value of VDT, VHT, and VCR as well as an increase in average speed in the network. All of those results show that the more angkot routes been reroute, the higher and the better the impact will be. However, those improvement is not significant especially in regard to the implementation of it that will face various challenges such as road condition, cost, social issues, etc. Therefore more study with bigger scope of rerouting should be considered.
