Therefore it is necessary to build road infrastructure in Indonesia. Due to limited funds and government budget, not all roads can be built. Therefore, the government can involve private parties in building roads with toll road concession system. But this payment pattern can only be applied to financially feasible roads, so it can not be applied to all road segments even if the roads are economically feasible. To overcome this,it is proposed a new payment pattern that is PBAS (Performance Based Annuity Scheme), where the government pays by installments to private parties during the concession period, so that the private parties does not bear the risk of traffic. This study aims to provide input on how PBAS payment pattern should be applied in Indonesia <br /> <br /> <br /> <br /> <br /> The study focused on Cisumdawu toll road. Secondary data are from feasibility study. This study explains the possibility of implementing a PBAS system with a variety of payments, possible implementation schemes and BUJT requirements to obtain concessions. <br /> <br /> <br /> <br /> <br /> The result of this study is the optimum concession period is 20 years, the risk of bailouts if the ADT of 33 thousand over a 35-year concession period, Cisumdawu toll road can be said financially feasible if it has an average ADT of 60 thousand over a 35-year concession period, private parties preferring to involve third parties and private parties requirements to obtain concessions. <br /> <br /> <br /> <br /> <br /> This PBAS still needs to be studied from the legal aspect because the existing regulations are still limited to the decision of the finance minister. <p align="justify"> <br /> text
