Summary:<p align="justify">Road infrastructure is one of the most prominent factor in driving economic growth in developing country. The costs of developing and maintaining road , combined with lack of national budget to fund it, lead to a more active participation from private sector in form of Toll Road Consession. However, some Toll Road route didnt have good financial feasibility and deterring private investment. This study will analys a new Tol Road Concession scheme where investor could also have right to manage a land on toll road corridor to provide additional income and increases financial feasibility <br /> <br /> Case study are located at Cisumdawu Toll Road in West Java, which didn’t have a good financial feasibility. At present, this toll road are built with shared construction responsibilites between GOI and private sector. For the new scheme, land consession are located in Ujung Jaya, Dawuan , close to one of the planned toll road ramp.<p align="justify"> <br /> <br /> <br /> Acording to study, with same amount of supports from GOI, the use of proposed scheme provides higher IRR; NPV and BCR values compared to existing scheme (VGF) with increases of 3,85 % in IRR , Rp.57 Billions (314%) in NPV and 0,25 in BCR value <br /> <br /> <br /> Stakeholder have good appraisement on Land Use Scheme, though increases in capitals needed and worse investment risks lead to worse stakeholder preception value compared to sharing responsibilities scheme which are being used now. According to the study, main risk of Land Use Scheme is land acquisition, income uncertainty and asset management <br />
