According to Peraturan Pemerintah Republik Indonesia Nomor 81 Tahun 2012 Tentang Pengelolaan Sampah Rumah Tangga Dan Sampah Sejenis Sampah Rumah Tangga, the material recovery facility based on 3R (Reduce, Reuse, Recycle) concept, hereinafter referred as TPS 3R, is the place for the implementation of regional waste collection, sorting, reuse, and recycling. TPS 3R which became the design case study is TPS 3R Babakan Sari, which is the first TPS 3R in Bandung with service area surrounding Babakan Sari Subdistrict. The operational activities of waste management at TPS 3R Babakan Sari are still running until now, but there are still many shortcomings during the process. Therefore, this research and design is done to optimize the operational activities and to find the most suitable system alternative so it can be applied to TPS 3R later. The result of waste sampling in Babakan Sari Subdistrict shows that the number of waste generation in the service area is 0,3 kg/person/day for the housing group, and 305 kg/day for the non-housing group. Waste composition is dominated by food waste (59%) and followed by LDPE type of plastic waste such as food or beverage packaging (13%). Using the data of Babakan Sari Subdistrict population as per July 2017, which is 40.527 people, the result of processing the figures will be used to create scenarios and alternatives of waste management system. The results of the redesign shows an increase in the percentage rate of waste reduction due to processing at TPS 3R to be 17%. <br />
