One of the location needs to optimize the environmental sanitation infrastructure is Tanah Tinggi WWTP in Tangerang City. The design capacity of the Waste Water Treatment Plant (WWTP) is able to accommodate domestic waste water up to 5,500 m3/day equal to 9,167 House Connections (HC), and Department of Human Settlements and <br />

Spatial Planning of Tangerang City mentioned that until recent there has been 2,758 HC in the District of Tangerang (Sukasari and Babakan sub-district) that is <br />
<br />
connected to Tanah Tinggi Waste Water Treatment Plant (WWTP). It means there is an idle capacity up to 3.845 m3/day equal to 6.409 HC (69.91%). There for it’s necessary to accelerate the development of wastewater piping network by defining the influenced development factors. The objective of this research is to identifying <br />
<br />
technical and non-technical factors of piping network development constraints of its Tanah Tinggi WWTP using Analytical Hierarchy Process (AHP) method. Based on <br />
<br />
AHP method, development constraint factors of piping networks is institutional aspect (presence of responsible institution/legal entity), and respectively are regulation & policy aspect (improvement on regulation/legal), social aspect (community sanitation behavior change), financial aspect (community’s ability and willingness to pay), and technical aspect (ease of operation & maintenance). The main measures to overcome the pipeline development constraint is the establishment of WWTP technical unit (UPTD) and also the improvement of Tangerang city <br />
