The unequal position of the national-scale cultural institution, which acts as a state institution, is in the proper position, status and role, namely the position of the National Gallery as one of the institutions of the state cultural institution due to its position has not been able to maximally play its role as one side "Face" Indonesian culture and become the driving force of Indonesian culture (generator of culture).
