Facing the development of 21st century dynamics at the national, regional and global level, it is realized that the role of GNI becomes very strategic as one of the cultural institutions representing the state (state cultural institutions) in showing the identity of the nation through an important collection of works of art, public education on understanding national history and the role of cultural diplomacy. The unequal position of the national-scale cultural institution, which acts as a state institution, is in the proper position, status and role, namely the position of the National Gallery as one of the institutions of the state cultural institution due to its position has not been able to maximally play its role as one side "Face" Indonesian culture and become the driving force of Indonesian culture (generator of culture). In addition, the diminishing attractiveness of the community and the role of the gallery in educating the people of "Cultural Effect". Given the condition of the old National Gallery building that must be maintained and maintained, the design process begins with a tribute to the old building by means of a new building created as a backdrop of the old building. Area around the old building functioned as an outdoor exhibition while the background setting functioned as a gallery, resulting in the concept of outdoor to indoor.
