Construction project is a simultaneous package of activity constrained by cost, quality, and time. This kind of project requires a variety of resources, such as man, materials, machine, and methods. The influence of physical and non-physical environment in construction project caused the fluctuation of its productivity. As a consequence, the changes in schedule and scope of works are common occurrence in construction project, even on a well-run project. In the current practice, the transactional relationship between contractor and supplier has limiting the supplier role in the achievement of project goal. According to the supply chain approach, productivity can be improved by strengthening the production unit, which are contractor and supplier in term of construction project. Integrated relation between contractor and supplier ensure that the changes of schedule and volume in material procurement will not disturbing the overall target of project completion. Partnership is one of many ways to integrate the contractor and supplier. This research will develop a supplier-as-partner selection model in construction project considering the negotiation aspect. The selection system will apply the AHP and scoring method for the assessment model and DEA approach in negotiation phase. The final model is a general model with no relation to a certain kind of material. The model consists of a selection procedure, appraisal system, negotiation method, and the partnership organization
