Summary: | The construction of Patimban Port in West Java Province has the potential to
increase the flow of exported and imported goods in the northern part of West Java.
The increase in the flow of goods will have an impact on increasing the flow of
goods transport vehicles both from and to Patimban port. At several crossing points
leading to and from Patimban port, the V / C road ratio is close to 0.8 which
indicates the density of traffic flow, while the speed of the flow of goods must be
maintained in order to create a positive economic impact from the presence of
Patimban port.
The government has included the construction of the Subang-Patimban toll road in
the national spatial and regional plans. The presence of initiation of toll road
construction from investors as an alternative to national roads needs to be followed
up in anticipation of the economic impacts that arise. This research analyzes
stakeholders and the criteria they expect in the selection of alternative routes to the
Patimban port toll. Stakeholdes are obtained from the elaboration of the main tasks
and functions of legislation, those who need and use the transportation
infrastructure and are directly affected by the construction of toll road access.
The Multi Actor Multi Criteria Analysis (MAMCA) methodology used aims to
evaluate differences in criteria between stakeholders from the alternative criteria
given, shows them explicitly and allows consideration of conflicting stakeholder
goals and helps identify synergies and disagreements between various stakeholder
groups. The differences in criteria and alternative toll road selection selected for
each stakeholder can illustrate the level of importance of each.
The selection of selected alternatives for all stakeholders uses two calculation
methods, first the same weighting for all stakeholders and the weighting the number
of criteria that are considered by stakeholders in determining the alternative
selected tract. The results of the selected alternative calculation for stakeholders
with scenario I obtained an alternative toll road III as a priority with a value of
0.358 while scenario II found an alternative toll road I as the best choice with a
value of 0.386. |
