Summary: | This thesis discusses how to develop boundary partners audit program of
Inspectorate General of Ministry of Public Works and Public Housing (PUPR) at
National Road Implementation Center VI (BBPJN VI). The development of
national roads is one part of infrastructure development that supports national
economic growth and global competitiveness but the development of national
roads faces obstacles in its implementation, and statistical data shows a decline in
the quantity of procurement. Monitoring program is one of the efforts of the
Ministry of PUPR to spur the national road development.
Inspectorate General's supervisory program is one of the efforts to face the
obstacles of national road development. The Annual Monitoring Program (PKPT)
by the Inspectorate General aims to create an integrated planning, efficient
organization, proper implementation, and strict supervision on national road
infrastructure development. In accordance with the vision of PKPT is to make the
Inspectorate General of the Ministry of PUPR as a reliable internal supervision
institution, has high integrity and professionalism to realize good governance in
the implementation of public works infrastructure development and public
housing that is free of Corruption, Collusion, and Nepotism (KKN). PKPT is
expected to eradicate the practice of KKN in all areas of government in order to
create a clean and authoritative government, reduce leakage, improve the quality
of infrastructure, and nurture executors who have worked properly and properly
so that good governance, effective , efficient, transparent, and accountable can be
realized. This study uses an outcome mapping approach to evaluate the actors
involved, the process of inspection, the output of supervision, and outcomes.
Outcome in outcome mapping focuses on behavioral change of actors involved in
a program called boundary partners. Boundary partners are the main atmosphere
for the success of the program in terms of outcome mapping.
The analysis in this research indicates that PKPT has not established boundary
partners and in the end has not reached the overall parameter of behavior change.
It can be concluded in this research that the behavior change produced by PKPT is
only temporary. PKPT has not been able to motivate behavior change within
BBPJN VI or Inspectorate General and has not been able to create a boundary
partners between the two actors. Changes in behavior and boundary partners can

be achieved if the Inspectorate General can change the work pattern from the
nature of the investigation into assistance to partners, and BBPJN VI can apply an
internal control system involving cooperation with the Inspectorate General.
Therefore, action is needed that can encourage behavioral change from motivation
motivation to reward and punishment.
