THE SUSTAINABILITY ASSESSMENT OF THE SPEEDBOAT FLEET AS A SEA TRANSPORT IN TERNATE CITY BASED ON THE FINANCIAL ASPECT

Indonesia as an archipelagic country has a wide variety of sea transportation ranging from large to small sea transport. Sea transportation which has a function in distributing benefits the system of growth and economic development among the rapidly growing region. Ternate City is an archipelagic city that has various modes of sea transportation, one of which is the ant or speedboat fleet. The advantages of speedboats are flexible and also fast compared to other transportation to make this transport much reliable despite having high rates. Currently, there are problems with the operation of the fleet of ants, related to economic aspects. Where the current tariff of the fleet of ants rated by the public is too high. This assessment is supported by the Decision of North Maluku Governor Number 191 / KPTS / MU / 2017. If this problem is continued to happen then it can disrupt the economic development of the community. Therefore, an effort is needed to overcome this situation by providing a sustainable transportation system. Based on these problems, the purpose of this study is to examine the sustainability of fleet of ants as sea transportation in Ternate city based on economic aspects. The method used in this research is qualitative and quantitative blend method through descriptive analysis, willingness to pay, ability to pay analysis, comparison analysis, preference analysis and ship operational cost. The result of this research analysis shows that the fleet of ants as a sea public transport in Ternate City actually get negative response from the society, it is seen from the low satisfaction level of the society on the quality and service of the ant fleet, but if viewed from affordability (tariff) analysis of WTP, ATP and BOK indicate that tariffs established in the field are still accessible to the public at large. Therefore, the ant fleet in Ternate City can be said to continue in terms of financing reform and affordability of tariffs with the record that the owner of the ant fleet needs to improve the service quality of the ant fleet, thus increasing the user utility and the performance of the ant fleet itself.
