Summary:Indonesia, as a maritime country, seeks to improve inter-regional connectivity to improve the country’s economy. The maritime highway system is created as the foundation for increasing that connectivity. One aspect that has the biggest role in determining costs in the maritime highway system is the shipping route. Setiawan (2017) conducted a study to develop a model for determining shipping routes in the Indonesian maritime highway system. However, the developed model uses manual calculations that require a long processing time, are vulnerable to human error, and are less flexible. Based on this, a decision support system (DSS) was designed to support the decision making in determining the shipping route. Designing the DSS starts with conducting a system study, making the decision making flow chart, then identifying functional and non-functional needs. Next is the design of the DSS components starting from the model management subsystem, data management subsystem, to the user interface subsystem. The model that becomes the reference for the DSS is the Setiawan (2017) model. The three components are designed using Microsoft Excel software with the support of Visual Basic for Application, as well as LINGO software for the model management subsystem. After the design of the DSS is completed, verification and validation are carried out and device requirements for DSS is determined. Furthermore the DSS was tested using real data on the Indonesian maritime highway system obtained from the research of Setiawan (2017). The results of the test show that DSS has been running well and fulfilling its functional and non-functional needs. Finally, an analysis of DSS performance and managerial implications is carried out. From the results of the analysis, DSS provides benefits in the form of a more effective and efficient process. Managerial implication analysis shows that the implementation of DSS does not require much effort so that it is easy to implement.
