Metropolitan institutions also need to be prepared to address strategic issues / metropolitan issues. By taking the Metropolitan Cirebon Raya (MCR) case study, this study aims to provide a recommendation model of metropolitan institutional governance in the context of regional autonomy. The research method used is qualitative method by identifying metropolitan strategic issue and how its compatibility is based on theoretical, normative (policy), and empirical perspectives. In addition, stakeholder analysis is also conducted to identify key actors in the context of the realization of MCR vision and anticipate the handling of metropolitan strategic issues. Based on theoretical and empirical studies, the institutional form of MCR is directed to the form of intercommunality with institutional arrangements of the fragmented governance model and the Metropolitan / Regional Government model to encourage the realization of MCR vision as a metropolitan cultural-historybased tourism and industry. In accordance with Law No. 23 of 2014, the Provincial Government of West Java as the representative of the Central Government may undertake joint management of cross-city infrastructure services, such as waste management (TPA Regional) and drinking water supply (SPAM Regional) through the establishment of joint-owned BUMDs between districts / cooperating cities, and integrated transportation management, through the Transport Management Agency. While the recommendation of metropolitan institutional model is bigger, consist of MP2JB Council (regional head), Sekber / Badan MP2JB (SKPD Prov and Kab / Kota) as well as regulator of cross-districts / municipal infrastructure service, and joint-owned BUMDs (as operator / service provider) text |
