Summary:Nowadays, power plants including steam power plants and gas power plants play very important role on human life. The problem in Indonesia is the mismatch between electricity demand and supply. One of many methods for solving that kind of problem is repowering of old Steam Power Plants that are still in good condition but not operating anymore because it has reached its lifespan and it also has high production cost. The choich which becomes the focus of this research is repowering of old steam power plants using gas power plants to make combined power plants to increase the thermal efficiency and to give more competitive operating cost. This research is intended for development of reliable software for simulation of steam power plants and gas power plants performance, especially repowering problem. The methodology for software development in this research consists of developing the software and simulating the power plants performance. The first step is literature review and field and engineering data gathering. The next step is software development and software results validation by measurement data of Kramasan steam power plants and gas power plants including two 8 MW steam power plants, two 10 MW gas power plants, and one 15 MW gas power plant. The last step is software application in system with various operating conditions, research result analysis, and research summarizing. Energetic and exergetic analysises are also provided in the developed software. The software has been developed and validated by using Kramasan operating data. It is confirmed to have good accuracy. The best recommended alternative is the one which uses HRSG to replace boiler in two Steam Power Plants. The hot gas is supplied by three Gas Power Plants, two Wescan Gas Power Plant and One Alsthom Gas Power Plant. The calculation shows the best alternative can give thermal efficiency of 28,38% and exergetic efficiency of 27,14%. This alternative is expected save fuel cost as much as Rp.89.235.000.000,00 every year.
