Under these conditions, the problems faced by the government as a public service provider is how the government can provide equitable services to the community so that the whole community needs can be met effectively and efficiently. One way in which the government of Denpasar to achieve this is by following the movement of Gerakan100 Smart City Indonesia, initiated by the Ministry of Communication and Information of the Republic of Indonesia. The program was followed by the cities and regions throughout Indonesia. Smart city concept is expected to accelerate and distribute construction and development of regions in Indonesia. One dimension of smart city that will be addressed in this study is smart governance, because these dimensions is the most relevant dimension on how governments provide public services for the people to realize the smart city. In this dimension there are criteria and indicators regarding public services that can be used by governments as a reference to provide public services for the community. As one of the cities included in the national program, it is important to assess the extent to which the availability of public services Denpasar already provided by the government of Denpasar in pursuing to the concept defined in the national program. The purpose of this evaluation study is to measure and assess the availability of public services in Denpasar city. To achieve the objectives, there are goals to be met, first, the identification of criteria and indicators for public services based on the dimensions of smart governance. Second, the identification of the facts on the ground, after which it can be done the measurement and assessment. Stages of research began to formulate the issue made in the form of background and research issues, then do the study of theory based on the literature, develop methodologies, conduct surveys, and analyze the data obtained. The approach used is a pseudoevaluation, e.g by comparing theory with the facts discovered in the field. Methods of evaluation to see the achievement of indicators using mixed methods, which collects, analyzes, and mixing quantitative and qualitative data. Because the study was an evaluation of the mixture, then the data analysis is divided into two, namely the analysis of quantitative data and qualitative data analysis. Quantitative data obtained from the questionnaires distributed to the public, while the qualitative data obtained from interviews, observations, and the city government documents. The study shows that there are three criteria to achieve smart governance: the public service, the bureaucracy, and public policy. Because the study discusses the availability of public services, the criteria used is the first criterion. In the criteria of public service there are nine indicators that must be met, i.e the existence of online services, e-payment, wi-fi, an internet connection, sensors on the city's infrastructure, integrated services, the command center, easy access to information, and the availability of applications on smartphones integrated with the government's main platform. The conclusion of the measurement and assessment of these indicators, it was found that the availability of public services Denpasar only meet the five indicators of a total of nine indicators that must be met. The percentage of achievement is 55.5% which means that the availability of public service facilities to realize smart governance in Denpasar city is quite good.
