UNDERSTANDING OF PUBLIC TRANSPORT SYSTEM IN JAKARTA AND PUBLIC PREFERENCE RELATED TO OPERATIONAL ISSUES CASE OF SOEKARNO-HATTA AIRPORT TRAIN

Public transportation development has been a major focus and concern both by the central and local government. It is proved by the significant development in transportation infrastructure surrounding the Jakarta Greater Area (Jabodetabek). One of the latest development is Airport Train as operated by PT Railink. It was expected to support public who need to travel to and from the main airport of Jakarta, Soekarno-Hatta International Airport (CGK). As one of the busiest airport, CGK has served more than sixty three million passenger in 2017. It has maintained a continuous development, with the upcoming project of Terminal 4 construction, it will increase its capacity to one hundred million passenger per year. Therefore Railink is expected to give an alternative transport to CGK to support public’s activity and CGK’s operation. This research is aimed to analyze from the operation perspective of public transportation on what would be the major aspect that might give significant influence to the operation of the airport train. Also, this research studied on what is the customer preference towards the airport train operation and how Railink should respond to it. This research also describe the medium-term plan of public transportation development and integration for Jabodetabek area. The research is performed with combine qualitative and quantitative method by interviewing respondents from four public transport operator and airport, include Railink to give researcher insight and solution on the effective operation of public transportation. This research also includes random survey to the public to identify what would be the public preference towards the operation of the public transportation, especially airport train. The research result shown that there are four main aspect that has a significant influence and impact to the operation of public transportation in Jabodetabek. These four aspect should be done simultaneously as it is related one to the other. One of the aspect is the importance of customer-centric development, to be taken in each design, implementation and service given in each of the public transportation. The research also proved that one of the aspect which is accessibility is relevant to the public preference in utilizing the public transportation.
