For airplane passengers from and / or to Kualanamu Airport railway transport route Medan Kota-Bandara Kualanamu is a potential transportation. This study discusses risk management on double-track railway airport project in Medan under the Government Cooperation with Business Entity (KPBU) scheme that aims to identify potential risks by using Analytical Hierarchy Process (AHP) research methods and distribute the risks that arise right. From the research results, the political risk variable is the highest risk potential that should get attention on this project with the cause of the risk is the delay of obtaining approval and allocated to the government. However, in this project the percentage of risk allocation to the government tends to be the lowest at 3%. Risk management that can be implemented is by doing three important steps, that is risk identification, risk mitigation and risk response (risk handling) so it is hoped that the double railway project of Kualanamu airport in Medan with the scheme of KPBU can run well.
