concerning the Guidelines for Transit Oriented Development (TOD) areas, there are
several supporting tools that can be used to fulfill the criteria and indicator of TOD areas,
including bonus zoning and Trnasfer of Development Right (TDR). The reguation also
mandated that the implementation rules of the supporting tools are regulated in the
regional head regulation. Therefore, a study is needed regarding the need for the
application of bonus zoning and TDR in TOD areas, especially in DKI Jakarta. The
methods of data collection in this study area desk study and interview, and the analytical
methods are content analysis and evaluation analysis with a pseudo-evaluation approach.
Based on the analysis, there are several things that must be considered if DKI Jakarta
will implement bonus zoning and TDR in TOD areas. The things are DKI Jakarta must
prepare the implementation regulation, that must contain the regional indices that can be
applied for bonus zoning in TOD areas, submission mechanism for TOD areas, and the
diffrence in rules for applicants who will carry out off-site improvemet and on-site
improvement for bonus zoning, and ciriteria for sending areas, criteria for receiving
areas, TDR Ratios, determination of equalization of development rights, and TDR
mechanisms for TOD areas; DKI Jakarta must prepare an implementation mechanism for
the TOD areas; and preparing an agency that will assessing the quality of public facilities
for bonus zoning, TDR banks, and preparing the role and authority of TOD area
management operators related to the application of bonus zoning and TDR in the TOD
reas.
