Summary:Uncontrolled situations at the port will cause congestion especially in every part of the supply chain. This condition happen in TPK KOJA Port of Tanjung Priok, congestion occurs when ship traffic entering the port begins to busy, followed by an increase in trade volume. Congestion problems indicate that there is an inefficient berthing operating process and infrastructure that is less feasible with current conditions, especially inland connections that involve many parties. Data collection methods are interview, data analysis, strategy map, value stream mapping and reality tree used to find the root cause. Weighting method and Eishenhower matrix used to determine the priority for implementation plan. In this research, there are two proposed solution, achievement of standard Vessel Occupancy Rate (VOR) 65 box/hour and based on highest achievement of historical throughput data 1.095.000 TEU’s. In first proposed solution or achievement of standard VOR need 28% improvement turns out to expected maximum throughput 1.138.800,00 TEU’s. In second proposed solution or highest achievement of historical throughput data need 23% improvement and bring an expected throughput 1.095.000 TEU’s. The impact to national logistic cost for first proposed solution, it saves Rp166.994.860.051,11 logistic cost or equal with reduce 1,18% national logistic cost. For second proposed solution, it saves Rp.137.148.629.673,02 or equal with reduce 0,97% national logistic cost. Since the main objective are increasing throughput and reducing logistic cost, the first proposed solution that has greater impact should be implemented. By the calculation, the first proposed solution is attractive both for company and government. By using measurable standard, the company will be able to achieve supply chain reliability and international competitiveness. The more efficient the port, the less bottleneck to goods flow and increase the throughput. Increase in throughput will increase the export import and GDP, if the GDP higher, means the living standard can be higher too since the GDP per capita is increase. As the result of better economy will lead Indonesia international competitiveness ranking higher.
