Summary:KPH Bandung Utara Perum Perhutani Unit III Jawa Barat dan Banten is one of the producers of pine oleoresin that faced low target production problems despite its potential. The aim of this study is to determine the incentive model and strategy using dynamic system in order to increase pine oleoresin production at KPH Bandung Utara. The research data were obtained through a purposive sampling technique with 0.1 ha circular plot, in-depth interviews, and secondary data. The model is built and tested by Stella 9.02 software and MAPE for validation technique. The effect of providing incentives on the production of pine oleoresin production is tested using Wilcoxon signed rank test. The factors that affect pine resin production at KPH Bandung Utara are tapping saturation level, rain duration, slope, bearing distance, and productivity of tappers. Dynamic pine oleoresin production model consists of three submodels: the stand growth, the pine oleoresin production, and the incentive provide that can predict the value of pine resin production at KPH Bandung Utara. System dynamic models using Stella software can approach the actual value of pine oleoresin production at KPH Bandung Utara with Mean Absolute Percentage Error (MAPE) of 6.46%. The optimal providing incentive scenario is based on the bearing distance factor and productivity of tappers with effectivity of 44.98 which has succeeded in increasing the value of pine resin production by 170.39% with an increase in cost of 3.79%.
