As an effort to equalize regional distribution, Dinas Bina Marga Provinsi Jawa Barat intended to build a flyover bridge. But, in the construction process of the flyover bridge, accidents often occur. In an effort to reduce the accidents risk, Dinas Bina Marga Provinsi Jawa Barat is required to pay attention to the organization of Occupational Health & Safety Management System (OH&S) in accordance with Peraturan Menteri Pekerjaan Umum Nomor 05/PRT/M/2014 where the document’s risk management needs to be improved in term of Occupational Health & Safety (OH&S).
In the risks management in term of OH&S, Hazard Identification and Risk Assessment and Control (HIRAC) is used, referring to Peraturan Menteri Pekerjaan Umum Nomor 05/PRT/M/2014 about Pedoman Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) Konstruksi Bidang Pekerjaan Umum and ISO 31000 Framework on Risks Management.
The process was started with WBS mapping, risk identification by using literature study and checklist, risk assessment by using RII, critical risk selection by using REV, and risk response proposal.
Based on 170 level 4 WBS’, 505 risks were identified. Based on the results of risk assessment, 26 risks were classified as high risk, 161 risks were classified as medium risks, and 19 risks were classified as low risk. 26 risks became the priority in the risk response proposal organization which is grouped next into 9 critical risks. The risk response proposal organization was done by using hierarchy of control method consisting of elimination, substitution, technical control, administrative control, and Personal Protective Equipment (PPE). |
