MONITORING AND EVALUATION OF THE VILLAS OF EMERALD DEVELOPMENT PROJECT USING THE EARNED VALUE AND EARNED SCHEDULE METHODS AND DESGNING THE INFORMATION SYSTEM

Balicious in consulting service provider that is currently working on a project called Villas of Emerald. 7 villas of 3 bedrooms is parts of the project with total budget Rp5.911.000.000,00. Some project that have been finished by Balicious did not use systematics monitoring methods. The stakeholders knew the performance of the project by comparing the baseline schedule plan and actual schedule. Measuring the project performance based only on comparison between baseline schedule plan and actual schedule can not show in detail the performance of the project and how the project will be completed. The application of the earned value and earned schedule methods can show the schedule and cost performance of the project based on the planned value and the earned value in periods. The earned value and earned schedule methods calculate budget data, baseline schedule, actual schedule, and actual proyek financing and give some indicators, namely Planned Value (PV), Earned Value (EV), Actual Cost (AC), and Earned Schedule (ES). These indicators are calculated to show the project performance such us, Schedule Variance (SV), Schedule Performance Index (SPI), Cost Variance (CV), Cost Performance Index (CPI) and can also be used to estimate the time and cost of the project completions, Estimate to Complete (ETC), Estimate at Completion (EAC), Independent Estimate at Completion (IECT), dan Independent Date at Completion (IECD). In this study is also designed a project monitoring nformation system with earned value and earned schedule methods that expected to help Balicious stakeholder with the calculation. The prototype of the project monitoring information system in this study is using Macro VBA Excel. In the 15th week, the last week of the project data colletion, the monitoring result showed that the project has been delayed and the cost is overruns. Estimating the project at completion indicate that the project is at risk of being delayed for more than two weeks and cost overruns with estimate cost at completion is Rp6.321.105.772,51. These fact needs to be considered by the Project Manager and the other Stakeholder to minimize the project delays and cost overruns, both through the addition of labor, make procurement plannings for materials and tools, and/or check the project field by a periods of time.
