Summary:West Sumatra has been designated as the world's halal tourist destination. This research will look at the role of actors in the development of halal tourism in the Kawasan Mandeh, West Sumatera. Starting from knowing the perceptions of actors regarding halal tourism in the Kawasan Mandeh of West Sumatera, knowing the actors and roles of actors in the development of halal tourism in the Kawasan Mandeh of West Sumatera, and formulating an actor's strategy in developing halal tourism in the Kawasan Mandeh of West Sumatera. The theories used are halal tourism, the role of actors, and quadruple helix interaction patterns. To achieve these objectives a research approach is needed that can uncover certain social situations by describing the events on the field appropriately. The method used in this study is a qualitative approach. The case study was conducted on the development of halal tourism in the Kawasan Mandeh by conducting a deepening study of all halal tourism actors involved, namely the government, intellectuals, business people, and the community. Based on the results of the study, the concept of developing the Mandeh Region is the realization of the Mandeh Region as an International Scale Tourism Destination with Maritime Excellence Based on Islamic Wisdom and Sustainable Local Wisdom. There are three targets of developing the Mandeh Region, namely preserving local cultural values by fostering and developing the potential of local arts and culture; establish relations of mutualism between tourism actors (government, private sector, academics, and society); and create quality human resources in the field of tourism based on the basandi syara ’custom, syara’ basandi Kitabullah. The main products of the Mandeh Region are culinary, fashion, crafts and art performances. Therefore, the government needs to strengthen intellectual or academic relations with businesses to create innovation. The government also needs to optimize the role of the Creative Sumbar Forum as an institution that looks active in business as well as community optimization in empowering the resources they have as a forum for the interaction of creative people. The empowerment of every actor involved can optimize the development of halal tourism in the Mandeh area.
