With the large number of vehicles use Palembang totaling 168,347 passenger cars and 927,830 in 2017 (BPS, 2018), there is a tendency for the use of private vehicles as the main mode of transportation used by the community. This results in a waste of Palembang's energy consumption, specifically related to energy consumption. Therefore, the research objective of this study was to develop a policy scenario for energy-efficient city in Palembang using TRANUS modeling. This research uses a quantitative deductive approach to modeling, which conducted through policy engineering simulations related to land use and transportation. The scenario development in the model was developed into three scenarios based on a comparison of the do-nothing system through the trend scenario and do-something through the RTRW scenario and the compact city scenario. Based on the results of research conducted, the compact city scenario is the scenario with the least transportation energy consumption compared to other scenarios, with savings of 51,705 liters per day. This is because in the compact city scenario, access by the community is getting smaller due to the centralization of activity locations in several villages which results in a more targeted distribution of population and labor. In addition, fewer trips by motorized vehicles and switch to public transportation. The policies simulated in this scenario include an increase in loading capacity and an increase in the number of public transportation fleets, socialization of the use of public transportation and a reduction in motorized vehicles, and an increase in activities in several zones. Based on this, the compact city scenario is one alternative in developing energy-efficient city in Palembang. text
