District, Bandung City. It has a land area of 594 m2. Waste management in TPS 3R Subang is not
optimal in applying the principles of reduce, reuse, and recycle because there are several abandoned
facilities, processes that are not carried out continuously, and excess capacity so the redesign and
optimization of the waste management system needs to be done. Changes in service areas were made
because expansion of the TPS was not possible. Changes in service areas can be made because some
TPS 3R Subang service areas are not located in Antapani District and there are other TPS that are
closer to the area. The new service area only covers the Antapani Kulon Village. Antapani Kulon
Urban Village was chosen because there were no temporary storage site in the area. TPS 3R Subang
is planned to have facilities for sorting areas, processing organic waste, handling inorganic waste,
and handling residual waste. With the planned system, at the end of the operational year, this TPS
has a capacity of 6078 kg/day. Sorting is done manually with conveyor belt. The sorted inorganic
waste is paper, plastic, glass and metal waste with a total of 732 kg/day. Organic waste of 1870
kg/day will be processed with an open windrow composting technology system. Untreated and
residual waste are collected in 10 m3 containers and then transported to the landfill one visit per
day. Analysis using Net Present Value method shows that the NPV is less than 0, which is -IDR
2,675,462,162,13. Even though NPV <0, the construction of the 3R TPS redesign cannot be said to
be directly economically unfeasible. This is because the main objective of the 3R TPS redesign is to
improve solid waste services in a comprehensive manner so as to reduce the volume of waste to the
landfill and other losses that might be incurred if the redesign of the TPS 3R is not carried out. The
management fee per tonne of waste is IDR 438,061.00 and the minimum waste collection fee that
must be paid by residents who live in the TPS 3R Jalan Subang service area if the initial investment
cost of construction is borne by the Government is IDR 51,700.00/KK/month so that the TPS does
not suffer losses. However, if the initial investment costs are not borne by the Government, then the
cost of collecting waste that must be paid by residents living in the TPS 3R Jalan Subang service
area is Rp. 90,300.00/KK/month. |
