road network system that can accommodate the movement system. The intensity of
buildings that are regulated in the regulation of spatial use intensity has a parallel
effect on the movement system. High building intensity requirements can cause a
decrease in the level of road services. Margonda Raya Road section in Depok City
with secondary arterial road status often experiences traffic jams. This indicates that
the provision of building intensity on the road is not in accordance with the available
road capacity. This study aims to examine the intensity of buildings along the
Margonda Raya Jalan Depok City based on the road capacity. Building intensity is
one form of controlling zoning and Development Impact Assessment. Data collection
is obtained through secondary surveys (for example, literature studies and data from
institutions), and primary surveys in the form of traffic counting and observation. This
study uses an analysis of existing level of service (LOS) calculations, volume capacity
ratio (VCR) calculations against planned building intensity provisions, and
calculation of building intensity scenarios by making road capacity a constraint
(supply). Meanwhile, the intensity of the building (demand) in the form of the Building
Floor Coefficient (KLB) is used. Based on the analysis results of the VCR calculation,
if the maximum KLB in the Depok City RDTR 2018 - 2038 is applied as a whole, the
available road capacity will not be able to accommodate the resulting movement
volume. The condition of Jalan Margonda Raya Depok City is in LOS F (VCRs ranging
from 3.4 to 8.1). So, there needs to be a review of existing provisions through analysis
of maximum building intensity scenarios. The review was also strengthened by the
results of the existing LOS analysis which was below the threshold (LOS C) for several
segments and directions. The maximum building intensity scenario analysis is done by
maintaining the functions specified in the plan. The analysis shows that the maximum
building intensity provisions in the RDTR need to be lowered to support the existing
network system and movement system. |
