Summary:High usage of private vehicles compared to public transportation causes various problems to cities in developing countries like Indonesia. One of instrument that aims to increase the usage of public transportation is Transit Oriented Development (TOD). TOD standards and criterias are used as a reference for the application of TOD concept. Indonesia had issued a policy, Peraturan Menteri Agraria dan Tata Ruang no. 16/2017 concerning guidelines for development of transit nodes. However, it is necessary to develop TOD criteria by involving stakeholders’ opinion using the Fuzzy Delphi method. In this study, TOD criterias, indicators and benchmarks were formed as a result from literature review which then used to collect expert opinions. The results are analyzed using the Fuzzy Delphi method, a combination of Delphi Method and Fuzzy Method, to get more consistent results, smaller errors in one screening criteria. As the analysis results, the study obtained 10 criterias, as well as 13 indicators and benchmarks that were considered suitable for the TOD area, with the explanation of the eliminated and selected criteria, indicators, and benchmarks. This research is expected to be the basis for further studies in the design of transit areas to fit the TOD criteria.
