This commitment deals with routine PT LTE efforts in maintaining its business continuation and to meet the energy needs of domestic in Indonesia. Currently, most of the facility noncompliance is because the facilities were built long before the new environmental regulation existed, when at that time the environmental issue was not as strong as today. North Area Cogeneration (NAC) is part of Company power and energy management to supply steam for steam flood injection to produce oil in Duri field and to supply electricity for Company operation in Rokan block. The condition of current NAC blowdown pit is at risk for noncompliance with Company and GOI regulations. This makes decision making for compliance initiatives become important and must be done carefully and thoroughly. The purpose of this final project is to propose and select the best alternative solution to the problem, especially issues related with environmental compliance at current existing NAC blowdown pit, through structure situation analysis, problem solving, and decision analysis approach. The environmental compliance issues are assessed using Kepner Tregoe (KT) Situation Appraisal. Environmental incident is sought for the root cause by using KT Problem Analysis. Value Focused Thinking (VFT) is used to obtain relevant alternatives in accordance with the values and goal to be achieved. Selection alternative is analyzed by using a combination of Analytic Hierarchy Process (AHP) and Simple Multiple Attribute Rating Technique (SMART). Qualitative analyses of pairwise comparison are made by group discussion. Result from the decision analysis is then proposed to the decision makers.
